Why move WK meters?

In the just issued West Kelowna council update, there is reference to the city changing the setup for water meters.

Instead of keeping the meters safely inside a heated home—as has been the case in our, and presumably, most homes since our home was built in 2003—council plans to have future (and existing?) water meters placed in a “pit” outside.

I don't know all the details but all concerned should note these mainly metal housings can freeze when exposed to our local winter weather (often dropping to -20 C or lower), much like my metal irrigation/ anti-syphon did in years past, destroying the unit and requiring replacement.

How deep must these "pits" be to get below the freezing level in the local terrain and, who gets stuck with the extra cost of moving a meter (times 10,000 to 15,000 homes) that has been in service inside a home without any problem, for nearly 20 years?

Who is it who decides this costly exercise is a necessary improvement?

The old saying, “if it isn't broke, don't fix it” comes to mind.
