Dear Cop - Blinking Green Lights

The intersection is Springfield Road and Durnin (across from Mission Park) The light coming both ways(East and West on Springfield Rd.) blinks green for both directions. Usually it would indicate the traffic on one side stops to yield to those turning! But this light does neither for traffic going East or West. Is this light not working correctly??

The flashing green lights you are writing about are pedestrian control lights. I know in Ontario a flashing green light means an advance green for traffic facing the flashing green light. In B.C. this is not the case.
These pedestrian controlled lights will turn to yellow and red when activated by a pedestrian pushing the appropriate button in order to utilize the designated crosswalk. All traffic must obey these lights and come to a stop and may not proceed until the light changes back to flashing green.
