Did you ask if the one-year-old was OK? Did you ask if there was anything you could do to help?
Maybe those folks were out for the same reason as you—a Covid break, or a special occasion. Perhaps the one-year-old was great all day and they took a chance to go out. Perhaps the adults were so humiliated from the looks (from others in the restaurant), they just wanted to finish and get out.
Maybe the little one had some sort of a disability like autism.
All one-year-olds cry, scream, and throw stuff. But they have a long time to learn how to behave.
