Bike lane fee won't work

Re. Brian Kettle's letter Fee for Penticton bike lanes? (Castanet, Dec. 1)

A fee for using the Penticton bike lanes?

The only way this could work is if people riding bikes elsewhere were fined, otherwise the riders will just avoid the bike lane and go back to riding on the other side of the road.
