WorkSafeBC report lists deficiencies at Vernon dog control facility

List of risks at dog control

Inadequate training and a hazardous workplace are among issues listed in a WorkSafeBC report on dog control in Vernon.

The Regional District of North Okanagan contracts the dog control unit and owns the facility on Haney Road.

A Nov. 23 inspection report completed by WorkSafeBC states the employer failed to ensure that an employee, whose name is redacted, was "instructed and trained to perform their tasks as a bylaw officer for dog control."

WorkSafeBC provided the following orders requiring corrective action:

  • Not been trained in handling of aggressive or injured dogs
  • Not been provided with equipment needed to handle aggressive or injured dogs
  • Not been trained in interactions with aggressive people
  • Not been trained for working alone safe work procedures

"This is in contravention of Occupational Health and Safety Regulation Section 3.24(a)," the report states.

"An employer must provide a young or new worker with additional orientation and training if workplace observation reveals that the young or new worker is not able to perform work tasks or work processes safely."

Violence risk assessment and working alone resources have been provided to the employer.

In a post-inspection meeting, the issues and orders were noted and discussed with the employer.

A second report from the inspection outlines a hazardous work environment at the dog control facility.

WorkSafeBC says the employer "failed to maintain a building that is being used as a workplace to protect any person for danger."

It noted building security had been breached, the facility was not been maintained in a sanitary manner, and the employer permitted dog feces and garbage to accumulate.

Under "deficiencies," the report states the building is in disrepair, with concerns for worker health and safety.

Both reports are "outstanding," meaning action is required to achieve compliance.
